Marking CUI
The staff member making the CUI determination ensures that the words “Controlled Unclassified Information” (or “CUI” if space is limited) are placed at the top of the front of the document, the top of each interior page, and the top of the back page. For specified CUI, the category marking is also mandatory, which must follow the “CUI” separated by a double forward slash (//). Any distribution controls are also applied at the end of the banner line separated from the other sections with a double forward slash (//). An example is CUI//SP-EXPT/PRVCY//FECON.
Finally, a designation indicator is a mandatory component for all CUI markings. It identifies who originated the CUI. A “Controlled by” followed at minimum by the office, agency, and some form of contact information is required. This allows external users to easily know who to contact with any questions.
Marking Transmittals
When a transmittal document accompanies CUI, the transmittal must have CUI markings and indicate that CUI is attached. It must also include one of the statements “When separated from enclosure, this transmittal does not contain CUI” or “When attachment is removed, this document does not contain CUI” on the first page. All transmittal document pages must include the CUI banner marking.
Marking Emails
CUI emails must include the full CUI banner marking at the very top of the body of the email message. Optionally, an indicator marking can also be included in the subject line, an example would be “[Contains CUI]”.
If a nonsensitive email is transmitting a CUI attachment, then it must indicate that on the first line of the body of the email with the statement “Attachment Contains CUI” or similar.
If a CUI email is transmitting a CUI attachment, then the email must include all CUI markings and indicate that the attachment also contains CUI.
For forwarded and reply emails, all markings must be carried through to the new email.
